Can You Recommend Video Editing Software Which Performs Panning Effects on Photographs?

Question by terence_legrange: Can you recommend video editing software which performs panning effects on photographs?
I am looking to have a large "canvas" of photographs over which the camera pans from one to another in an order I select (i.e random) and also at a random speed that I select. Can software like powerdirector, windows movie maker etc do this kind of thing?
